and the compensator siezed so i got a secondhand one which turned out to be the wrong one so i disconnected the one one the car and got it working ,bled the brakes but this did not help so i had new shoes in stock so i stripped both hubs cleaned them up new shoes adjusted the handbrake(what a pain)but still with the wheel off the ground and brake pedal applied i can still turn the wheel all be it not as easily as before . so where next ? the servo seems to be working ok with the handbrake on the wheel is locked solid . have i missed something obvious or am i looking at major strip down i am assuming there must be some sort of valve under the master cylinder,but as usual the bol is not very helpfull,any pointers or advice most welcome!megane brakes

If you have the rear wheels off ground, there should be no brake force on the rear brakes ...
Thats essentially how and why the rear brakes limiter works
Try lift on the brake limiter sensor arm, just like the ARB would do it if the rear was loaded.
That should gradually open for more brakes pressure to the rear brakes.

just rebled the whole system using a self bleed kit that uses the pressure from the spare tyre an excellent piece of kit 
the gunk that came out was pretty bad but it made little difference ,so i went and jacked up the back of the 405 ,same set up discs and drums and with no2 son stood on the brakes tried to turn the wheel and it was locked solid. so back to the megane and did the same but i can still turn the wheel and it is the same both sides .So i am still at a loss as to the cause as there does not seem much more to check the front brakes passed well within limits which makes it more confusing as it is a standard dual circuit system .
i forgot to mention it is a 97 1.4e
