Fuel tank breather 1.9 TD

Does anyone know if these are to atmosphere via fuel cap or sealed?

My 406 has a lumpy idle at startup in the morning. However, by releasing the fuel cap and letting air in it's fine.

I assume there's a blocked breather somewhere?
