If it clearly is a resistor pack - not something power transistor look alike - then its simply a matter of testing with an ohm meter.
The ohmic value should range from some 3-5 ohms up to approx 10-20 ohms.
If defective it will be completely disrupted, no in-doubt or in-between values.
Using a couple of wires you may get away connecting the resistor pack in series with the blower fan, thus testing the resistor pack.
Usually there are a couple of connections on the resistor pack matching different speed settings (i.e. different ohmic values).
Beware ! The resistor pack gets real hot during use !
- if it works that is
If you are in a hurry and need a quick repair, then connect one wire of the blower fan directly to one of the headlamp wires, the other wire to chassis earth.
That will make the blower run as soon as you start the car and the dim/dip lights comes on.

well this is a nightmare, i have now got a new fan, switch panel and resistor and the damn thing still doesn't work!
* the fan works connected to a battery
* when testing the red power lead to the fan it shows 12v on any earth
* both new and old resistors get hot when connected to power
* voltage readings change on both switch panels
* no visible signs of wire shorts, all fuses fine
so if there is power going to the fan, why does it not work in the car?
please somebody help me!!!

I believe you have a problem with a burnt out connector pin in one of the multi-connector plugs in your fuse box.
Arm yourself with a really good floodlight, so you can see whats going on in that birds nest of wires.
It may be (very) advantageous to spend the time removing the passenger seat to better access the wiring.
Better still - find an electrician amongst your friends ... 8)
