98 espace diesel getting harder to start !! help

i have noticed that my espace is taking longer to start from cold. it sometimes takes 4-5 seconds of cranking before it fires up(before it would start as soon as the key is turned)
a bit of history about the car, it had a replacement head in april when the head gasket went after it lost all its coolant due to a hose blowing, and also cracked the head in the process(new glowplugs were also fitted then)
i tried to see if there is voltage at the plugs when the key is turned but nothing(this is strange because my brothers 98 espace also has not got any voltage at the glowplugs either when the key is turned)
all help grateful, it had an oil change in april but not fuel or air filters

glowplugs getting tired, maybe on ly 2 left working, happened to me, pluggs cheap, labour not so!

no what it was, was that one of the glowplugs had diesel leaking onto it and shorted, it blew the main 70a fuse in the engine bay( i thought that there was onl one fuse inside the car). it had no glowplugs at all because of this
