No question to ask as I found the problem but wanted to tell everyone else.
PROBLEM
Turn blower heater switch and wipers start to work slowly and sluggishly. Most bizarre problem and the AA got it wrong too. They said the wiper motor was broken!
SOLUTION
Earthing problem. Sit in the drivers sit and look down towards your right foot. To the right and back about 6-12 inches you will see a plastic cover close to the door hinges. This is called the drivers kick plate. Take it off and you will see a plastic moulded cable block. The thicker of the black cables within the bunch is a common earth for several systems one of which is the heater motor. You will find that when pulling the block apart, the black cable connections have been arcing and might have caused it to make a mess and possibly welded together. You can bypass this by using same width wire, cutting the black wire before and after the plastic block and joining them together with the new wire. Just make sure you use good quality electricians tape and make the connections secure. If you want to do a proper job then use plastic cable connections. I am a mechanic and I went for the A team wrap wire and tape it together solution which was 18 months ago and still working fine.
