Clio Wiper Bay Drain

The drain hole in the scuttle area where the wiper motor is, has a pipe with a plastic arrangement inserted. I have had to poke around to loosen dirt which was blocking the drain and i have disturbed the plastic insert in this pipe, what does this thing do anyone?
