Bosch/Diesel fuel filter

Can any one tell me what is the correct order for the assembly of parts used in the diesel fuel filter as fitted to my 1992 XM 2.1 turbo diesel using a Bosch mechanical pump. I recently replaced the filter and the new kit came with a small rubber washer that wasn't present on the old filter internals.
Another question I have is; how does the turbo diesel (with air to air intercooler) sense when extra fuelling is needed when turbo is boosting? ie under load. As a petrol engined car would have a MAP sensor, what does the Bosch mechanical diesel pump use?
The car shows a reluctance to accelerate over 3000rpm whilst under load. I have been told it may be due to a sticking waste gate. The engine is not burning oil and is returning 38mpg on fast runs.

If the small rubber ring on the Bosch filter kit was around 6mm internal diameter, it fits under the new filter, at the bottom of the housing. Thread it on the centre bolt.

Thanks John D. I will take apart filter internals and fit the rubber washer.
