What should the tickover speed be on my Xantia 1.9TD 1995?
Also when removing my foot from accelerator it seems that the revs take longer to drop down. Is this a sign of some imminent falure or does it need a new part or something adjusting?

It should idle at just over 1000 rpm when cold, and this should drop back to about 850 rpm when it warms up. This is controlled by the wax stat cable from the thermostat housing to the back of the injection pump - this should be slack when hot. There's a damper on the pump to stop to the throttle closing quickly (not sure why), so the revs will always drop back to idle over a couple of seconds.

Mine is idling at about 1200 and does not drop when warm.
The throttle closing is very slow much more than couple of seconde it is noticable whan changing gear as the revs are still high.

Sounds like the throttle damper is playing up (hangs onto revs) - a common fix is to just remove it! It's a diaphragm with a rod which pushes on the throttle lever on the pump. Just unscrew it and throw into the back of the garage..
If you've got a 1200rpm idle speed, then either the waxstat (the other cable which pulls on the lever) has failed (available from GSF for not a lot), or if its a Lucas pump, the fast idle solenoid might be stuck (sticks out of the front of the pump)
