2002 Laguna 1.9TDI just stopped! Needs wiring harness??

This car was driving OK when it was parked for a short time, the friver re entered the ignition card and the only thing that will now work is the heater. Renault say diagnostics show that it is blowing fuses? and that a new harness is required..........and experience on this anyone please.
The car had a new engine build after an EGR valve packed up and dumped the oil out through the exhaust, thereby requiring a new short motor but has driven OK since until now. Thanks for all comments.
