Nice to see that he's sticking to Rover made bits - as certainly some of the detuned Merlins for tanks (no superchargers) were made by Rover as 'Meteor's' (or should that be 'Meatier?')

Something similar was done by someone in the early 70's (Jackman?) - and was considered an impressive beast - but RR were'n't amused by the use of their radiator which I believe was removed. (Who knows - taking the rad shell off may have paid for the project!)

I think he's comparing it to the early Morgan with an V twin 'JAP?' engine at the front. I suppose the theory is simply the addition of 10 more cylinders and 26.4 litres.
