Stupid question

because my brain has stopped working in the cold.
On the air intake pipe on TU3 engines why is there a pipe that goes from the inuction pipe to the rocker cover then off to the intake manifold? why not straight from the manifold to the rocker, as per the old TU3 engines? Is it a eual pressure thing?

its all part of emmision control so we are told,as this is part of the breather system
