Drivers Footwell Wet

Would this water be coming from under the windscreen area? There is no wetness in the passenger side.
Is this wipers off and remove plastic thing under them, this part has a number of cracks on mine. Will it go back or will it be a trip to scrappy?

When my ZX did this, I got a blunt kitchen knife and ran the blade along between the bottom rubber screen seal and the glass, at the same time I sprayed silicone into the gap I was making.. That was about 3 years ago, It cured the leak..
