406 immobiliser

Can you totally dis-arm the system on the 406 ?
Both the lights come on when you enter the code then you turn off the ignition and on again then you can enter the code
This is starting too drive me mad now.
I want to turn the whole lot off if it is possible.
Any ideas would be appreciated.

What 406 have you got? Petrol? Diesel? Spec? L? LX? GLX? etc
How many working remote fobs have you got for it?
