Hi,
This should not be much of a problem, I'm sure that the wiring for the rev counter is already in the wiring loom, as it was uneconomical for Citroen to offer 2 looms, one for cars with rev counter, the other without.
Best plan to find a complete instrument binacle from a BX D or TD with a rev counter included. The multiplugs in your existing loom should plug straight on.
Now, under the bonnet is where you may have problems. The rev counter takes its readings from a flywheel sensor. This (I think) will be to the rear of the engine, you will see it between engine and bellhousing, with a cable coming off it. If you are lucky, the car may have it, if not you will need to obtain and fit the sensor, and plug it into the under bonnet loom, its usually a 2 way plastic block connector which plugs into the loom at the top of the engine near the oil filler neck.
Hope that this helps.

Fitting a rev counter to one of these cars is a sensible move - the 2000-3000 rpm power-band can be easily seen with one fitted and driving style adjusted accordingly.
Complete BX instrument panels should be easily available from a scrapyard, or may be available through an independent Citroen specialist, some of whom break their customers cars when repairs become uneconomic. The clock section of the panel can be swapped over for the tacho, but this requires more disassem, bly than you're probably prpared to do. Make absolutely sure that any detached panel comes from a diesel car - the red-line markings will start at about 4000rpm. This is vital as petrol and diesel tachos do not mix.
A scrapyard is also a suitable place to check out the wiring in situ on a car, and possibly obtain any terminating section of wiring that isn't already in place on your son's car, but can be plugged into the relevant section of loom.
If your son is keen, then if there's a petrol GTi, 16v or later diesel BX in the scrapyard, possibly even a similar Peugeot, then a coolant temperature sensor and gauge can also be retrofitted. Full details at the BX DIY site on this link - but this is only applicable to the "Veglia" instrument panels, not those supplied by Jaeger.
