wheels turing even when in neutral

wheels turing even when in neutral

Hello everyone,
I just realised that the front wheels are turning even when my 96 xantia is in neutral. The car is jacked up, the engine is running - and I can stop the movement by hand. It disappers when I press the clutch.
Is this behavior normal? (I guess its just friction but have looked at this before)
