Unless the 406 has a hydraulic clutch like the Xantia HDi
In which case I would say the cylinder is passing fluid which would suggest new seals are required. But not knowing how the system works in the first place is a bit of a problem. The Xantia BOL doesn't cover the hydraulic clutch very well.
Looking at the parts catalogue there should be a spring attached to the pedal. I assume this should bring the pedal back up. Since you say the pedal has to be raised manually then maybe this is missing or broken?
