Saxo mk2 poor brakes

I just purchased a nice metallic red Saxo 1.1 Desire (2000 W plate).
The brakes were poor when I got it so I took it to my local Citroen man. He changed the brake fluid, front disks and pads, and also both rear drum brake cylinders.
But, the brakes still feel spongy. Although maybe not fully bedded in yet. But I can't imagine they'll get much better.
So, do Saxo's have poor brakes ?
Is it easy to fit an uprated disk/calliper to the front... say a two pot piston ?

there is a linkage for the brakes on the bulkhead at the o/s,it probably needs adjusted to take the freeplay up in it,dont do it too much or the brakes will bind on.

It depends on the Saxo.
My previous Saxo 1.6 16V 120hp with 4 large disks had superb brakes!

yeah thats the one,but in general saxo brakes are crap unless its a VTR/VTS model as thunderbird says.

Good news,
I adjusted the linkage from the brake pedal arm to threaded rod (the one in the engine bay infront of the drivers seat. Under a plastic cover).
At first I took it too far and the servo was being triggered and the brakes were on (it wouldn't roll down a gentle slope) I backed it off so the brakes aren't on and the pedal feels much more solid now. The brakes feel like they should. So a success.
