That 1423 ohms on ROS is indicating a near future problem.
Get an OK test from the ECU by connecting a 1K ohms resistor instead of the sensor - on the faulty ones.

I had a similar ABS light problem. I tried two replacement ECU and the result was the same. It ended up being a faulty sensor, the usual one.....nearside front. Been OK since.
