Berlingo Diesel Van 03 Reg

My vehicle turns over but will not start. When you remove the key the headlights and dash lights stays on. Any help on this. Malky.

sounds like water in the BSI unit,have you had a windscreen replaced recently or any antennas fitted on the roof ?
