Well, it makes a change to find one that requires accident repair work, instead of mechanical work.

I agree he seems to be under estimating the amount of damage on the car !

The bumper is part of the front fibreglass cross member, it's big and expensive to replace, if he's had a big enough impact to break headlight glass, that will definately need replacing.
