Aircon display unit problems!!!!!!!

My friend has a 1999 series 2 406 2 litre auto with a peculiar problem.
The a-c fan control unit above the radio has packed in.
When I say packed in , I mean it doesn´t work most of the time, so no heater or demisting facilities.
But the strange thing is , is that it sometimes comes on all of its own accord when the car is parked and everything is switched off !!!
It has a mind of its own
ANY HELP OUT THERE , please?

possibly a bad earth or feed.the times it comes on when the car is parked,can i ask is the button to switch it being left in the on or off position?

Sorry, but I didn´t know you could switch it on or off.
I think it's on all the time the ignition is on ,or should be.
As it's not my car I'm not 100% sure.
