Cooling System Xantia 1.9 TD

Have just given car a 20 mile run and:-
Engine temp gauge does not go over 75. However the Fans are going , top hose and temp switch on radiator <b>very hot</b> but 90% of radiator cold , bottom rad hose just warm. No heat from heater.
What is wrong is it Radiator, airblock, matrix ????????
