Facelift 406?

Is it possible to swap my crappy 'old man' style phase 1 headlight units for the newer mean look phase 2 units without swapping bonnet and slam panels? I have a 1997 406 GLX

Nope, All the part numbers are different mate.
Bonnet, Slam panel, Front wings are all different.
You could see if you could get the lights to fit with the newer style
grill, But I doubt it.

Sell your old model and buy a facelift one (like mine) - it'll be easier and cheaper. Although I prefer the front end on mine I think the simpler door and bumper mouldings on the older ones look tidier.
