espace electric fault

hello all, hope you may be able to help.
The problem is this (accroding to my sister, havn't personally looked at the car yet), the lights on the dash board dont work (speedo works fine). There is a fuse that is blown, but just blows straight away once it is replaced. My sister seems to think the problem may be related to the heaters becasue they have never worked properly, however this could be a red-herring.
Any help most most welcome and appreciated.

I think the heater is a red herring indeed. It is possible a dash bulb has melted to cause a short circuit. It could also be wiring or printed circuit done the same. These things can be difficult to track down. You could start by gaining access to the dash bulbs and removing them one by one with a test meter bridging the fuse terminals (lights on) you will see a rise in resistance if you remove a shorted bulb. Wiring could take much longer to trace.
