I've eventually found the problem to the "open circuit" Adblue/Urea Injector on my 308. The engine bay fuse F4 (5A) was blown.
Note that the fuse blew due to a injector failing short-circuit .
In case anyone is trying to fault find their car, after replacing the fuse:
I've measured the voltage on the connector when disconnected from the Adblue injector (Ignition on, engine not running)
Pin 1 to chassis earth: 12V
Pin 2 to chassis earth: 3.4V
Pin 1 to Pin 2: 8.7V
I only measure the connector when un-pluggeg as I working from the top of the engine.
