Item (1). The part has been replaced with a newer part and the number is: 98069808XT. Price from Citroen today is £413.33 inc. VAT brand new.
But have a look at these people - they offer both new and reconditioned units for a much lower price (£180):

I forgot to add, if using the above supplier, there is a refundable exchange fee on your original - but don't forget to remove the audio and cruise stalk controls first as these are not included and just slide back into the new module. They just unclip.
Make sure you disconnect the battery too following BSI Reset / Battery Disconnect / Reconnect Procedure before hand.

FYI, the ribbon cable that connects the static body of the COM's to the rotating steering wheel is commonly referred to as the clock spring.
Typical failures in the COM's units are broken wires in the clock spring. The horn stops working or you get an air bag warning.
I'm not saying that's the only potential failure of the COM's unit but for most of the other failures you can now get replacement parts.
Just speculating as to why the COM's might have been replaced in the first place.

On the C2 & C3 the comms units are visibly different between the VAN/CAN & full can models. On the early VAN/CAN models the volume control for the radio is on the end of one of the stalks (can’t remember which one) but on the full CAN models the radio controls are on a separate stalk below the main stalks like number 10 in the picture. With this info It should be easy to identify if you have the right electrical architecture coms unit.

Interestingly the (Citroen) suggested replacement is a coms 2005 unit whereas the (replacement) unit on the car is labelled as comev2 which we know doesn't work. This could be just a difference in labelling but you never know.
I'm keen to keep costs down, (the car is probably not worth more than £1.4k at best) so the next course of action for me will be:
1) Try a spare virgin remote that I've got, (I ordered 2 from China) just in case the original and replacement were both malfunctioning.
2) Order a cheap, (£20-£30) coms 2005 unit from eBay from around the same time (2008) and try that.
3) Possibly send the BSI away for repair/re-flashing (a £120 pound option so not preferred)
4) Give the car a traditional flaming Viking burial.... (unlikely as my obsessive nature will refuse to allow me to accept defeat no matter the pain..)

The cruise control optional switches for the pre 2005 are located on the steering wheel.
Not all of the post 2005 COM's units have the cruise control and radio control 'pods' or the 'flappy paddle' option. So for the most part they could look like the pre 2005 units.
However;
Coming out of the front of the COM's units, from the clock spring, are wires going to devices on the steering wheel for both types.
The pre 2005 COM's have either two airbag connectors, one black, one green and two seperate wires for the horn. Or a single three wire connector and the two air bag connectors. All of the wires coming out of the clock spring are individual wires but the air bag wires are sheathed in orange tubing .
The post 2005 COMs have the same air bag connectors but they can be distinguished by a grey multi way connector on a white ribbon cable. Of course if they do have the control 'pods' on them that's a give away too.
FYI aftermarket clock springs and steering wheel connectors for the post 2005 COM's and other repair kits are available on Ebay. Nothing for the pre 2005.
Can you update you car to cruise control? Yes.

Cheapest option. It's a legitimate possibility. Um...I have followed a few posts lately on this subject so forgive me if I'm mistaken but did you get them tested at a lock smiths? I would have a couple of 'virg!n' ones ready for option 2 if this fails.
My 2 cents, best option. I will be interested to find out if my theory about the BSI never forgetting remote transmitter codes is correct. If I'm correct your old fob should work straight away, no re-coding. It should be fairly easy to pick up a used comms unit, although there are stacks of part numbers for theses comms units the only things that really matter on the C2/C3 are if its full CAN, if it is sensodrive gearbox or not & if it has ESP or not.
If you got one from another model without front fog lights for example your fog lights would still work not problem, the only difference in many of the part numbers are the symbols printed on them for things like auto wipers & front fog lamps but they can be electrically identical.

soooo, apologies for the delay in updating but the good news is.... WE NOW HAVE REMOTE CENTRAL LOCKING!!!!!
Following on from Marc's detail on the coms unit the vehicle rolled off the production line with I conducted a quick eBay search, cheapest one was £148 quid, too much, however one of the ads listed the 98069808XT as a replacement for three other models, one of which came up in a search was 96660120XT for only £22 posted, having tried everything else, (and seeing it was also a coms 2005 unit) I gave it a go. Quick job to get steering off and swap it round, BSI reset, and then with Lexia on I tried the key press, (ignition on, hold/continually press for 10 seconds) and boom!!! The number "1" popped up in the "number of high frequency remote controls programmed" field (Global-BSI-Parameters-Engine Immobiliser), I nearly hit the roof with excitement!! Closed everything down and gingerly left the car, pressed the key and clunk! Lights flashing and doors/boot locked, there I remained for some time opening and closing the doors over and over again, the sweet taste of victory!
A few bits of interesting information, the handsfree section in the global test disappeared but I am still getting no connection to the "High Frequency Receiver" and the Switch Module under the Steering Wheel section in the Global Test still has a "?" under faults but who cares!
For reference, I couldn't get the second key to register, checked the battery, (it showed 3.05v) tried a new battery (3.2v) and it loaded straight away, both work up to 20 yards away, (not tested further) so very pleased. The Chinese board in the second key worked fine. @OZVTR, the keys indeed did not need recoding so the BSI does seem to remember the transponders.
Incidentally, I also bought an RD45 unit and a C display from Ali Express which installed without even a VIN request (???? Chinese must have hacked the security in the unit) for the sum of £115 posted with all cables for USB, Microphone and AUX audio in, so I now have handsfree phone, clear Bluetooth streaming as well as (powered) USB functionality and an audio in jack, well worth doing.
So in summary, I now have a working horn, a working heater blower and central locking all for the princely sum of approx. £41 (BSM, COMS 2005 Unit, Key fob PCB). (let's not dwell on the 3861 man hours spent trying to figure this out).
Most importantly though, I'd like to offer my sincere thanks to Marc (GiveMeABreak ), OzVTR, Wheeler as well as all the other contributors without whom I would not have been able to solve these problems, you know your stuff and are an absolute credit to this site, the internet and humanity in general. confirms you only chose 1 key to be programmed - so any others are locked out.The number "1" popped up in the "number of high frequency remote controls programmed"
You need to repeat the programming again, this time tell it you wish to programme 2 keys and then follow the instructions.
