It is likely that your car has the early single wire design. See viewtopic.php?f=3&t=26923&start=15 There is a link to a schematic of both versions in that topic.

my brown plug has 2 wires but my blue has 1 wire ( early 1.9 TD by the way )

though it is late to answer. but for guys that have this problem:
you have to understand how cooling fan works from 0 to 100. then diagnose the problem

recently i got this problem too.
i checked relays and sensors. the problem was not from any of them
after that i was testing wires and wiggling all cooling fan harness suddenly fans stopped working!! cos engine was cold so it is good sign...
finally i found that the all of problems was from this connector:

when i pushed connector together. every thing work correctly.
lots of problem are caused from connector like airbag warning light caused from seat connectors! so with wiggling or reconnecting them problem will be solved.
over time connectors pins get loss and the pins losses their spring force that needed for electric connections, caused from vibrations and something called -Plastic Deformation-.
like my xantia that is over 17 years old!!
solution: change connectors or solder wires together
