Wow, I get around that in my manual Xantia HDi... Im not a fan of the Xsara, I couldn't live with one, I wonder how good it would do in the Xantia....

adjusting the cables will not give more effort at the pads but just reduce lever travel,
the mechanism in these calipers adjusts up with foot brake pressure and not hand brake operation

I guess it depends how far out of adjustment they are. If the lever came right up without the handbrake levers on the calipers being in the fully 'on' position then I guess it could make a difference.
It's always good practice to have everything adjusted correctly and within tolerances anyway so if the cables are incorrectly adjusted I would adjust them as a matter of course.

UPDATE:
I managed to get it through by replacing the discs and pads with new ones. Not sure what efficiency it scored, but it was noticeably better than before.
