Okay, what difference would it make if fully open or closed? Seems a silly idea to me either way. Could it just of been an oversight when she had a recon engine fitted? They forgot to reattach it? I did find a 6mm hex screwdriver in the engine bay last year....

I'd say its been deliberately blanked off. check the rod on the underside is the plastic fixing broken or detached?

I had a 2004 C5 with the 136 hp 2.2 hdi. The swirl flap actuator rod plastic clip ball joint broke where the rod clips on to the metal flap pivot arm. Only things I noticed were it did not accelerate very well and fuel economy improved. At the time I could get a new part so was able to replace it and it was only about £20 in 2010. The diaphragm in the actuator was still ok so I could have just replaced the clip or somehow done a bodge to the clip.
This old topic on a Peugeot forum has pictures of the actuator that look like the C8 ones and also the vac pipe is plugged but using a screw

So, how long have you had you C8, Ryan?

Had her about 10 years now, never had any issues with her till recently, she's always been sluggish uphill but managed to keep 50mph fully loaded, but now she is dangerously slow, dropping to 35mph when empty. I get the dpf warning but that clears after adding dpf cleaner, so I know it needs a clean but I don't think it's fully blocked and wouldn't cause that much power loss uphill

Ah, I thought perhaps you'd ended up with the one mentioned in that link.
I'd like to be able to say that mine's been really reliable too, but I've had a series of fuel leaks and electrical issues - including cutting out at 70 in the outside lane on the motorway while passing a lorry (thankfully, I coasted to the hard shoulder).

Ah, I guess none of those eBay items include the arm, so if that's also broken it's going to be a problem...
EDIT: Oh, and looking at the schematic, I think the spring in the diaphragm unit pushes the arm down - which makes sense, since vacuum would pull it up. And lever down opens the swirl butterfly valves and, therefore, gives 16V performance. I wonder if mine is somehow stuck closed... Though a vacuum leak past a broken diaphragm, messing up other vacuum-driven environmental control items seems more likely.

My 13 year old generally doesn't mind the car. Other than that the front passenger door doesn't unlock with the central looking so they ALWAYS have to wait for me to get in and open it for them. Ah, no. It opens with the handle if it's unlocked (which is what the MOT tests), but it doesn't unlock centrally. I'm hoping Hell Razor reads this. I can't find a swirl actuator online as everyone has sold out. Would it be possible to just replace the diaphragm some how and make it work till a part is in stock? I'm asking you James as you know alot more than you let on
