The only way really is to get them, to check it out when you have the oil changed. They used to remove the broken parts when changing the oil routinely, but gave up as it was becoming a common occurrence. In your case it may be worth them getting the broken parts out though on this occasion.....
The current dipstick is broken at the handle and is intact at the notched end, but yes, perhaps a previous part broke off down there.
Previous ownership would be 19 years ago, but I'm not sure for how long the car has had a dipstick shorter than that specified by the VIN.
Removal of broken parts is sump off, isn't it? I was hoping to sort this out myself, but it maybe it's beyond me.
