One tip I got off a mechanic mate of mine is to get a socket that fits around the bolt, and hammer it hard into the wheel. This will dent the mating surface just ever so slightly (but still keep the correct shape) and make a slight gap to reduce the pressure on the bolt when you try and get it out. Sounds like bodgery but if it physically isn't coming out any other way it has to be worth a shot.
