When buying a replacement COM2000, my advice would be to get a new one.

A brand new one from the dealer is £456 A little bit too much to take a wild punt on i'd say but im sure if you search around you could pick it up a bit cheaper.

Without further investigating if it was me i'd probably be leaning more towards the under bonnet fusebox (BSM) rather than the com2000 if i was taking a guess at it.
If you can see live data of the com2000 with your diag tool you should be able to easily rule out the com unit by checking it's still showing the correct position of the switch when the fault occurs.

That seems awfully expensive. Last one I bought was 300 euros, from some French parts site (Mister Auto, I think) 7 or 8 years ago. I know we've had a bit of inflation since then but still...

Trying to change BSM might be a better idea as they are way way cheaper. As I know there is two BSM in this van, one under bonnet as wheeler already stated above and one inside, I think immobilizer is integrated into cabin BSM therefore I can't change it as cloning immobilizer would be a nightmare. The question is which BSM is responsible for wipers hopefully that's the bonnet one as otherwise I'm screwed.

New under bonnet BSM ordered, fingers crossed its the relays inside as I suspected and not the COM2000 as the cheapest Steering Column Switch I found was for £260 for new (aftermarket) and I cant find any used ones for this model, while used BSM was only £35 on ebay. We will see between Tuesday and Wednesday

I had a Picasso with worn contacts in the indicator stalk, this would cause all sorts of problems with indicators and wipers, like the wipers stopping in the service position and not working again until I'd reset the COM2000 unit - I vaguely remember that to do this you needed to unplug a grey 6 pin plug from the unit whilst doing something else; ahh..... here's the link https://manual-guide.com/doc/20627/index.html.

In the end the indicators stopped completely and I replaced the ribbon in the stalk - this fixed all the problems and didn't require a whole new unit. It's fiddly and has potential for snapped plastic clips. If you've not got the money for a second-hand COM2000, a fix like this might only cost around £15 DIY.

I will give the BSM a go first as wipers work as expected while engine is off which might have something to do with relays inside BSM, also I didn't mentioned that before as it's off topic but while turning engine off engine is shaking like crazy to the point the whole van is shaking, I already replaced engine mounts with no luck and it's not flywheel as problem occurs with disconnected clutch as well, so maybe throttle actuator motor relay got toasted together with wipers relay, but it might be something else, we will see when I replace BSM.
I appreciate your idea anyway.

BSM replaced, problem gone, well at least one as engine is still shaking while turning off but now I know its nothing related to BSM. I would like to thank everyone who shared their ideas and wheeler for pinpointing BSM as possible problem.

I took old BSM apart to have a look for water damage signs but board is in fairly good condition therefore It had to be damaged relay.
I will attach pictures of taken apart BSM as maybe someone in future will find it useful.

It wasn't BSM, BSI or even COM2000, it was something so ridiculous I had to take a video so one of my friends could even believe me...

Hopefully you guys are ready for that, for the whole time I had problem with wipers due to seatbelt sensor, yes I do know how ridiculous it sounds.

I stated above that BSM was the problem, well I was sure of that as I went for a test ride on motorway and everything was working, yes I forgot to put my seatbelts on, that's why it was working, today I discovered that everytime I put seatbelt on they go mad, that's why I was thinking issue occurs only when driving with some speed as I usually have seatbelts on when out of city (I know I should have them always on, I was working as Amazon courier for some time).

So yes they are working as should when no seatbelts are in use but go mad when seatbelts are in use. Previous owner turned seatbelts reminder off, therefore I wondered if that have something to do with my issue but no he must have turned the reminder off as the problem is somewhere else.

I noticed orange dots on BSI unit, same dots I seen on scrapyard parts (they do it so people can't come back with their old parts and ask for refund) so BSI was most likely fine as it was replaced, we did checked COM2000 and it's fine as well.

I noticed a duck tape on seatbelt buckle and obviously there is sensor inside so there are 2 options now, first seatbelt buckle sensor is shorting somehow interfering with wipers OR which is more reasonable to me previously owner opened the buckle to check on sensor and he was unable to put it back together therefore using duck tape.

Either way this time Berlingo won with me as I already spent more time and money than this van is worth.

I would never expected seatbelts having anything to do with wipers.
