Are you sure your hardware is a full chip version or maybe it's a cheaper cut down version? If anything under £100 or equivalent it may not have all the hardware in to talk to later vehicles.

One giveaway is the Global Test not picking up all the ECUs - especially the ABS and engine ECU, but others too.

VM-Diagbox 9.129 should not be installed on VMWare Workstation 15, but on VM Ware Workstation 16.
Unfortunately, I cannot see whether only one particular control device is not recognised or whether all control devices are not recognised.
Software 9.xx cannot work on WIN7 32 Bit - the older DB 7.xx can.
Newer 9.xx versions require WIN 10 64 Bit Pro - the Pro version is always required for diagnostics.
Actually, the 7.82 should work for a 2015 Berlingo - at least almost all ECUs should be recognised and read - if not, there is a VCI and not a software problem.
All non-original DB versions are offline versions and there must be no active internet connection during the diagnosis, otherwise the activation code will be damaged.
There is also no real connection to the PSA hotline with these versions - only if the current online version is used and paid for can this be selected.
Buying tokens alone is of no use - only those with a paid dealer account can activate the current software and updates download and then use the DB like a dealer. The amount of the fees depends on the duration of use and the number of vehicles.
The fact that the system asks for the connection when using the offline version is system-dependent and must always be answered in the negative - otherwise it always goes round in circles because it is not functional. With the organic online version, the service technician can decide whether he wants or denies this.
I repeat my assumption that a defective VCI is the reason why not all ECU's are recognised - possibly this is already true for the 7.xx.
I myself only use used original VCI.
Of course, VCIs (even originals) also break down sometimes - out of 10 cheap China VCIs, 11 usually don't work perfectly. Sometimes flash programmes help - sometimes not - and flashing can also lead to death. I am not familiar with such manipulations.
