So I read this thread yesterday and set to with warm water and a bit of stardrops, I let it dry and sprayed the belt with some silicone spray that leaves almost no residue, result, the belt now fully retracts, ten minutes well spent.
BXs since 1993 built 1.9 TZD turbo, got a S2 Xantia estate, brilliant car! 2013, Xantia HDI LX 110 2000 new car with 122,000, l C2 HDI Rusty rocket, C3 Picasso HDI new to me.

Just to update the thread as well, after close inspection I noticed a ton of gunk in the little area where the seatbelt retracts into. Grabbed my swiss army knife and carefully scraped it all off. Then sprayed some silicone spray on the belt and lo and behold, it flies back like new now!

Probably some debris in the shoulder level support from all the retracting and not the actual reel housing then.

Correct. There was a lot of debris in there which I cleaned and sprayed silicone spray on the belt. Works great now.
