Before reading this post ,I was quite sure that the 1.4 and 1.1 share the same ECU. I found ECU from C2 1.1 with exactly same number of my C3 Pluriel 1.4 UCU... You suggesting to search for an ECU by number to be sure that match, so i assume that the BSI linked with this matching ECU should be the correct one for your car as well, I'm wrong? The donor vehicle was a 1.1i 60 (TU1A).
So that's one reason why you will be having issues, so the wrong engine ECU was fitted.
Your BSI part: 6580X4, 6580NG or 6580X5
Donor BSI (assuming this came from the same donor vehicle): 6580TR, 657079 or 6580TS
So as you can see both parts are wrong.
So you need to be looking at least for a C3 of the same engine as your own to be on the safe side and then when you have located one, check the part numbers of the engine ECU and BSI. Then that will at least get it to the stage where the parts are correct.

The sound advice is to ensure you are replacing 'like for like', so make sure you match the part numbers if replacing an ECU or you must be prepared to expect problems, regardless if it is an Engine ECU or BSI or other ECU. In addition, as some of the same ECUs may be used on different marques and models / engines, that may also need configuring correctly for the specific vehicle, engine, gearbox and other equipment as any donor ECU may be configured for different options not compatible for the receiving vehicle.
