Before dismissing the actual blower motor, have a quick run through the tests in this Guide.
Your problem might be that you are getting no fan run signal from the aircon ECU.
In any Xantia with aircon Mr. Matthews, the fan speed is controlled by a small electronic speed regulator attached to the blower motor housing. These do fail but thier normal failure mode is to cause the blower to run at top-speed constantly with no ability to switch it off.
