Xant - Huh, can fiber glass rust..? SOLVED.

Hi
I was just down looking at my Xantia from `95, and it has started to bobble on the left rear wing (the thing(s) that sit next to the tailgate), in the corner where the lights sit. But isn`t that piece made of fiber glass...?
If it is, how can it rust/bobble?
How can i fix it?

It's only the tailgate that's ABS. The surrounding area is steel.

Hmmm, ok. I was sure the wings was ABS too.
Well, on the good side, it shouldn`t be a problem to fix.
