PEUGEOT 406 AIRCON COMPRESSOR

Hello, I have a Peugeot 406 glx "s" reg which has done about 144k. I recently had new auxilary belts fitted as part of a service and since then I noted a clicking type noise which I have found to be coming from the aircon compressor which uses an electromagnetic clutch, it seems that this noise is produced when the clutch engages and disenages which is fine but should it work even when the aircon is turned off?
