What is the Cooler for?

Just purchased my first ZX TD Volcane on a K plate. Very happy with it. But a few questions for you guys.
1/ what is the cooler on top of the engine for? I thought it was a intercooler but am not so sure.
2/ do these cars have passive rear wheel steering?

1. Yes it's an intercooler
2. Yes passive rear steer
