306 heater fan stays on when ignition is off

I have an infuriating battery-draining intermittent fault with the heater fan. After turning the ignition OFF, the fan stays on, unless it is switched off at the fan speed control. Unless I remeber to switch off the fan every time I leave the car, the battery is drained. I have replaced the heater fan relay (which was OK anyway). Even with the ignition OFF, there is still 12 volts at terminal 1 of the relay socket (the feed from the ignition switch), and terminal 5 is also live. As soon as I plug in the relay, I can hear it click closed, even with the ignition off. I have checked the ignition switch and it seems OK. Any ideas please[?]

Sounds like the contacts have fused together in the ignition switch, how did you check it.
