I have a 308 1.6 sport 2008 model
I am getting a loud whining noise I have changed aux belt and top tensioner any ideas what it could be before I spend a fortune for no reason

What area is the noise coming from, is it related to engine rpm, road speed, different gears ?

Its coming from the auxiliary belt side of the engine and its a constant noise but louder with revving

You need a stethoscope really to identify which bit is noisy - but a long stick held to your ear with the other end on the various bits of the car works just as well!

I'm not saying it's the problem but classic failures there are the bearing in the belt tensioner, alternator bearing or the hydraulic power steering pump (or low fluid). But it sounds like you have changed the accessory belt tensioner already.
Remove the accessory drive belt and see if the noise disappears. If it doesn't disappear, my next move would be to look at the cam belt tensioner and the water pump. If the noise does disappear, it's obviously something connected to the accessory drive belt.
