Turbo westgate cactus 1.6 BluHdi

hi cactus 2018 BlueHdi.

Recived this fault - programing of the turbu charger fault p2566 00, and sometimes the car has vibrations and no power.
When i tried to program it via diagbox it will say- programing failed.
When the engine is off im getting 0.5v, at turbo signal , in idle the volt going up to 4.2v, and under load it will dance between 3.8-4.2.
when i disconnect the vacum pipe from the westgate actuter-the rod(westgate rod) will pop , and volt will go down to 0.5 .
is it over boosting ? isnt it supposed to be on 0.5 on idle and go up as it boosting? bad solenoid?

Also -When I did the actuator test - the diagbox replied actuator jammed.
