Citroen C2 Dipped beam and Window issues

Hi there,
i'm facing 2 issues with my C2.

The first one, Drivers(Left side since i'm in Greece) side dipped beam isn't working.
Main beam works fine in right side, and both beams work fine on the right side.
A few times,many months ago, the car was beeping for a sidebulb error while driving at potholes. Did it few times and then it stopped so I forgot about it.
Fast forward many months later, I got an error that doesn't go away at all.
Replaced both bulbs, still no dipped beam and car is beeping when starting for the sidebulb error.
I suspected the fuses, but I have a 2007 model which have no fuses for the lights.
Both connectors(H4 and headlight) looks fine.
What makes me wonder if its an earth issue somewhere is why only the dipped beam isn't wokring.

The second issue is that both the windows, when not in fully closed position and while driving they make rattling noise.
I guess that the window is loose since when they are open they have a small wiggling area when I pressure them with the finger.
Does anybody knows if this is fixable without replacing both the regulators?

The lighting issue does sound to be earthing related, Check all the earthing straps for corrosion. As for the windows you may get away with replacing the rubbers.

That's not true. Check fuse F18 in the under bonnet fuse box for LH dipped beam.

Physically remove and re-insert (to clean contacts of) tail light bulbs, rear number plate lamps and side lights. Even though lamp may be working, a tiny drop in current will set off the CAN BUS lamp detector!

What makes me wonder about earthing related issues, wouldn't also affect the high beam?
Are we talking about the upper "frame" rubbers, or the base rubbers where the window "sits" on the regulator?
By the way, any idea were the earth points for the lights are located? Or we looking for BSI earth points?
The one, inside the fuse box looks good as the whole fusebox looks good.

Hmm, my manual has no reference on those fuses and I was wondering why they are populated.
I can also see online differences between my manual and the one I see online, but both don't mention them.
But on the older versions, they are mentioned.

But on the other side, I removed and reinsert the fuse but the dipped beam didn't come on.
Fuse looked good, but forgot to take the multimeter with me.
I even swapped them with F17(based on the assumption that F17 is for the right dipped beam as on the older versions) and dipped beam didn't came on, but right was still turning on.

I guess I should inspect the earthing straps as mickthemaverick mentioned above, But I cannot understand how the ground issues would not affect the main beam also.
