Hello everyone.
I just joined this forum to ask for some advice regarding a 2014 C3 Picasso.
The daytime running lights don't come on. I checked, in order:
1) They're enabled from the menu on the display.
2) I bought a new pair, and they still don't come on.
3) Just in case, I tried applying 12V directly to the headlight, and it comes on.
4) Measuring with a multimeter, with the car off and the key off: 0 volts. Key on, engine off: 1.4 volts. Key on, engine running: 1.6 volts. I measured both the positive/negative on the plug and the positive+ground on the body.
How is it possible that there's not 12V coming in, but only 1.4V?

Welcome along!
Seems like either a broken wire or a fault in the fuse box under the bonnet. You really need a wiring diagram to see where the wire is at the box, post up the VIN (it will autohide) - someone might have one.

It may be you have a bad connection in the circuit between the supply and the light. Check the fuse is clean and the fusebox plugs are free from corrosion. Check the connectors in the light loom are clean and making good contact. There may be a relay in the circuit which needs checking over too. Unfortunately I do not have access to diagrams for your car but someone else may have and be able to give you a more accurate assessment. Good luck.

As Mick says above. And do check the fusebox and associated electrical complexity located near the bulkhead on the LH side of the engine bay. Blocked drains from the windscreen scuttle can allow water to collect in this region and cause all sorts of electrical problems when the fusebox gets wet as a result.
Keep an eye on those drains and keep them clear.
