Saxo fuel filter strap

The plastic strap holding on the fuel filter on my Saxo is just about to drop off. I purchased a new strap but when I looked under the car there does not appear to be enough room to just pull the old strap off. Can I just slacken off the fuel tank and gain enough space. If this is the case is there any danger of anything else being dislodged that I am not aware of. If this is not possible it looks to me as though it would be easier to just make up a bracket to mount the filter on . What do you think?
