My 2011 2.0HDi blew the 40A fuse and needes to get cleaned for carbon debree and LDS sludge. Now when I've depressurized the system and disconnected it from the lines and tubes and emptied it from LDS and tries to turn it with the rotor or armature the pump is very hard to turn. I've taken into consideration that the motor itself is hard to turn. Is it normal that it takes good force to run it or should it be turnable with ease? Nice to know whether it's in a bad shape and needs cleaning, rebuilding or to be swapped for another pump before I reconnect it and pressurizes the system just to take it all apart again.

This is a question for our many experienced hydraulics members, but from my limited experience I would say that with the pump empty and in hand you should be able to turn it reasonably easily with finger pressure.

It maybe the carbon build preventing the shaft from turning so I would say clean it, then try turning it again by hand, there should be a difference once cleaned.
It was years ago when I did mine so can't remember what it was like before and after.

If you open the back to inspect the brushes, the rotor make contact with the magnets of the stator, i think this is the reason why the pomp rotation is heavy.
