Peugeot 107 cranks but won't start

Hi. So i have this 107 that was idling really roughly and sometimes stalls when not moving. So i decided to inspect/clean the throttle body, the one i have doesnt have a throttle cable and idle control valve connected to it.
When i put everything back, the car wont start...
I have tried many things without success:
The fuel pump is priming when i put the car in ignition.
The spark plugs are good (dont know if they actually make a spark when i try to start).
Battery voltage drops to 11V when starting, so that should be fine.
I tried my spare key with no battery, as i heard it could be an ECU/Key problem.
Tried with a motor start spray a few times with no effect.
The throttle valve is working, as it opens and closes when i press the accelerator.
I can sometimes smell some gasoline when i crank, so i guess fuel delivery is good?
I think for some reason the spark plugs doesnt fire.
I tried starting with the gas pedal fully down if the engine got flooded.
I used a obd2 scanner with no errors and i could see in the live resulst of the obd2 that the engine revs up to 250ish rpm when i crank, so i guess the crankshaft position sensor is also working?
I hope someone smarter than me can help :)

Can you confirm the year and engine/gearbox combination that you have? :)
I used to be indecisive, now I'm not so sure!
I used to ride on two wheels, but now I need all four!

Its a 2009 1.0L manual 5 gear with engine code 1KR

If it won't run (or even cough) on start fluid, then there is no spark.

I tested the spark plugs today and indeed there are no sparks. The spark plugs are working fine (tested with multimeter).
I havent touched the crankshaft sensor or camshaft sensor at all...
Any ideas?

If it has an immobiliser is the key being recognised - leave it in the ignition switch and open the driver's door, most cars will give a warning and if your car normally does but is no longer then it could be your problem.
