We are giving some TLC to a 2009 207 1.4 that has been off the road for a while. It has 80k on the clock, it had an emissions light on and idled like it wanted to stall.
Live data revealed a dead post cat sensor. We changed that, told the ECU it had a new sensor and took it for a good drive. It now runs sweet as a nut when warm. However, when it is cold, it still tries to stall.
We have checked and there is a vacuum at the oil filler cap when idling. We changed the PCV valve anyway and also took off and cleaned the throttle body. No difference. Any ideas where to look next? Thanks.

Use your code reader to look at live data and see if the engine temperature is showing correct. Also look at any other data to see if anything is not right. Have a look for any air leaks. If the throttle plate/body is dirty that can give poor idling so give it a clean with turps/white spirit/carb cleaner.

Apparently When the engine warms up, rubber expands and seals better so the leak disappears and the idle is good. Try a spray test by using carb cleaner around the intake manifold, PCV breather, and vacuum hoses.
Another trick would be to reset the Idle control adaptation, you can use diagnostic tool to reset the Throttle Body or Idle Adaptation Reset (if these options are available).
