Hello.
Sometimes when I start the car, I can't immediately turn off the eco function (start/stop), and the button keeps flashing. But after driving a little, I can. What does that mean?

It means your battery is very low and needs some charging before it can take control. you either need to give the battery an overnight conditioning charge or fit a new battery depending on how old it is. 
I used to be indecisive, now I'm not so sure!

Hi,
In my case it also happens but only when temperature outside is 30 degrees and more. So usually during the summer time. In the rest part of the year it is fine. I noticed this a year ago.

I check the battery with that (image) and it was green. Not that one but similar to that.

I drive GP in Brisbane, Australia.
When over 30 C, I get a brown ECO but when it is cooler in the a.m. or evening, it is Green again. Even tho' stop start has now failed in the car.

More details needed. What engine is fitted? How many miles has it done? How old is the battery? When dud S&S fail?

The OPs problem isn't that S&S isn't working, it's that he can't turn it off quickly enough. I infer from that it will turn off after a short wait. System control via the switch might not be available until all the systems have booted up, and that can take a lot longer than engine start.
Have you read your car handbook? This is an extract from our 2017 C3 but most are similar.
Special cases: STOP mode not
available
STOP mode is not invoked when:-
the vehicle is on a steep slope (up or down),- - - - - -
the driver's door is open,
the driver's seat belt is not fastened,
the vehicle has not exceeded 6 mph
(10 km/h) since the last engine start,
the engine is needed to maintain a
comfortable temperature in the passenger
compartment,
demisting is active,
some temporary conditions (battery charge,
engine temperature, braking assistance,
ambient temperature, etc.) where it is
necessary to ensure control of the system.
In this case, this indicator lamp
flashes for a few seconds then goes
off.
This operation is perfectly normal.
For those who commented on it not working when it's hot, one key thing listed in the handbook is maintaing a comfortable temperature: that can be either way, so if there is a big differencee between what you set the interior to be and what the ambient is, S&S won't S. My current C4 mild hybrid spends a lot less time on "battery only" when its very hot or cold outside. A failing 12v battery can make a difference, our Petrol C3 is fine on its original battery, the Picasso diesel I had wouldn't do S&S regularly even with a 3 year old battery except after long journeys. The system seems to be very sensitive to voltage drop. But as long as we 'trust the engineering' the engine won't switch off unless there is sufficient batery power to restart it so there shouldn't be a need to turn the system off via the button unless you are doing some work on the car or a system upgrade. Why pour out fumes or make noise when stationary if you don't have to?
It may be that your car is doing exactly as it should and a few moments to wait for the switch to respond isn't a big issue.
