That's the way the cams operate "normally". 2 revolution of the cams to 1 revolution of the crank. But after 1 revolution of the crank, the cams are back to where you started. When you remove the cams and then reinstall them (with everything lined up correctly with the crank) you "reset" the engine timing.
It's sort of like going to the front of the cue.

Wait. Do you mean the flywheel can be locked in one of two positions within one revolution?
Have you checked that the flywheel can only be pinned in the one position?
You indicated that piston number 1 is NOT at TDC when the flywheel is pinned. Is that the way it's supposed to be? Doesn't sound right.
In the very least you should be able to check that the valves for a cylinder are closed when that cylinder is at TDC.

Ha Ha, I know it doesn't sound right. It's a puretech 3 cylinder. Yes, there is only one hole in which to insert the pin to lock the flywheel. But it's the other way my friend, one complete revolution of the flywheel end = 0.5 revolution of the Camshafts. So you need two complete revolutions of the flywheel to turn the Camshafts one complete revolution. Maybe it's my brain being old school, 4 cylinder, TDC rule etc. But all that seems to go out the window with this piece of sh#t engine. Yes, when the flywheel and cams are in the correct locked position the the pistons are all part way down the cylinder. The Haynes manual for the Peugeot 208 Engine seems to not be correct for this engine either. You cannot measure the gap between the tappet and the cam in the locked position, there isn't any gap! So, it's play it by ear again my friend!

Yes, sorry got that bass ackwards! Smaller sprocket on the crank, bigger sprocket on the cam shaft. Not thinking before writing.

That's awkward. Yes, you could time it from any point. But there is no "double check" that the crank is in the correct position. With number 1 at TDC it's hard to get it wrong.

You don't measure them "statically". You need to move the cam lobes away from the lifters. The gap is measured 180' from the nose of the lobe, on the heel. You keep rotating the crank until cam is in the correct position to do the measurement. You will be measuring inlet and exhaust pairs of lobes, as it's 4 valves per cylinder. If you didn't already know.
